이 기념물은 주최측에서 제시한 프로그램에 대한 반발로서 진행되었다. 현상설계지침서는 막연한 전승기념비 같은 것을 요구하고 있었다. 그러나 6. 25 전쟁은 승자도 패자도 없는 전쟁이었다. 또한 이것은 동서 이데올로기 분쟁 속에서 대리전쟁의 양상으로 치뤄졌다. 그래서 우리는 남북이 통일된 이후에도 남과 북 모두에게 의미가 있는 기념비를 만들고자 하였다. 땅을 넒고 깊게 파고 거기에 서로 만나지 않는 2개의 이중 나선 램프를 설치한다. 바닥에는 거대한 연못이 조성되며 2개의 연기가 물 속에서 피어오른다. 대나무 숲이 이 모든 것을 감싸며 스산한 바람소리가 고요함 속을 스친다.
We designed this memorial as a protest against the compeition brief, which was filled with pictures of victory towers. There were neither a victor nor a loser in the Korean War; it was also a kind of surrogate war. We wanted to create a memorial that the two Koreas would be able to relate to, even after the unification. A large underground hole is created; a pair of double helix ramps lead the visitors to the bottom of the hole, where a rectangular pond is to be found, with two streams of white smoke coming from below the water. Wind lets itself heard as it passes through a forest of bamboo trees.
